The Tongue of the Ocean (TOTO) is surrounded by numerous islands, reefs, and shoals which make a peripheral shelter isolating it from ocean disturbances, particularly high ambient noise and transient ship traffic. The low-noise, shallow-deep interface, and high-flow phenomenon combined with incredible benthic habitat have created an ideal habit for dense exotic marine life in both shallow and deep-water.
